It is shame those groups are unable to with peace plus order determine who should get water. I suggest authority keep center in best location based on facts authority is to determine with input from citizens plus migrants. Immediate solution to problem that should promote only violators being penalized is to give each group period(s) to collect water. They could be alternating hour or set period of each day but we must not ever give appearance of condition is not under authority. That is safer plus more orderly for all.

P.S.
Have been temporarily out of commission for several days. Initial it was nosebleed that off on lasted for excess two days. I eventually found best remedy was allow nose to bleed unto body temperature lowered to where nosebleed stopped. After excess two days of nosebleed I found COVID had set it set in. Unlike previous two times where I medicated it early it was vicious leaving me often unable to eat plus cramping. I feel I am in COVID infection final days.
